House of Representatives Adopts Amendment Opposed by Banking Lobby –
The
United States House of Representatives voted to block the Treasury
Department from issuing regulations to permit banks to act as real
estate brokers. During
consideration of the fiscal 2003 Treasury-Postal Service
appropriations bill, the Appropriations Committee approved by voice
vote an amendment by Anne M. Northup R-KY, which would prevent
Treasury, for one year, from finalizing a rule proposed by the
Clinton Administration in January 2001. Treasury is considering
declaring real estate brokerage an activity that is “financial in
nature,” which would permit banks to engage in it under the 1999
Gramm-Leach-Bliley financial overhaul law. Representative Northup
argued that the Financial Services Committee has shown little
interest in acting on the stand-alone bill. She said the Treasury-Postal bill “is the only train leaving
town.”
